How to read it
Four stages, one honest read.

Exploring
0–5AI is already in the building, but nobody has decided what it is for, what it must never touch, or who decides. That is normal, and it is the cheapest moment to get it right.
Deciding
6–9You have started the conversation and probably have informal rules. The gaps are usually the data map, vendor review and a policy people actually know.
Building
10–13The basics are in place and you are ready to put AI inside real workflows. The work now is choosing the first use cases, where the AI lives, and how you will measure it.
Running
14–16AI is part of daily work with rules and oversight behind it. What keeps that true is monitoring, keeping policies current as the law changes, and a standing advisor for the next decision.
